volt tackle can only be learned through breeding, simply attach a light ball to a pikachu or raichu, and breed with the oppisite gender to get a pichu that knows volt tackle, this only works though in emerald. I get all my info from serebii, that's why I know about this.

Technically it is the starter you get from oak, no other pokemon other then your starter can, so if you got squirtle , and evolved it into blastoise, it will learn hydrocannon. Same if you got charmander and evolved it into charizard, it will learn Blast Burn, or if you got Bulbasaur and evolved it ...
