I have a lot of Smeargles. One of them has Sheer Cold, Mean Look, Spore and Lock-On; another AromaTherapy, Wish, Toxic and Attract; and one more with Baton Pass, Calm Mind, Bulk Up and Spore.

It depends. If they exist in real life, I consider the Pokémon who had rare virtues like self-sacrifice, kindness etc strongest. In games, anything. After all, even Smeargle can OHKO Mewtwo with Lock-On+Sheer Cold. In the anime, everything is possible, Pikachu killing Golems, Tauros EQing Gengars...
