Technically it is the starter you get from oak, no other pokemon other then your starter can, so if you got squirtle , and evolved it into blastoise, it will learn hydrocannon. Same if you got charmander and evolved it into charizard, it will learn Blast Burn, or if you got Bulbasaur and evolved it...
