Actually there's nothing wrong here per say, If I recall, that loading symbol is because of how the box system now loads various information on pokemon as you hover over them, and as such it can just continue to just say its loading, even when its not really.

I think your first problem is that you don't have the Ranch item that adds friendship points onto your Pokémon while they stay there.

Also just a reminder that once its over the 200 points of happiness that it needs to evolve, you'll still have to level it up for the evolution to trigger.

That sounds like glitch as it's only the female that evolves into froslass. I'll look into it when I get home and do my best to fix this issue.

For Team Rocket Sucks, you need to register as caught the following pokemon: Houndoom, Gyarados and Skuntank.

As for the Key of Light, if you keep working to unlock various achievements (not even the more obscure ones), you'll eventually find the key.
