Roost removes the Flying-type characteristic during the turn it's used. During that time, Chatot would be considered a Normal-type, not a Normal/Flying type, therefore Shock Wave would inflict normal damage.

First off, React Energy and Pokemon that use it are in Legend Maker, not Hidden Legends (the mistake is understandable). All React Energy does by itself is provide a single Colorless Energy, and is an uncommon.
