My Dad actually met the Queen one day while working. The Queen said "Good Morning" to him and, not realising who it was, my Dad simply said "Wotcher" back to her. Prince Phillip burst out laughing and my dad soon realised who it was and apologized and said "Good Morning" back

It's just a slang, very informal way of saying something like "Hello, how are you?"
