how do i use an TM

:? plese tell me how i use a TM on batle??? i have a squirtle and a TM (blizzard) but i can't make that my squirtle use blizard. :?:

The only thing you have to do is own the TM. I don't know which pokémon can use blizzard, or what level you have to be, but it seems that you haven't met one of those requirements or something.
