I have a blaziken that has max happiness(looks like this ) and max beauty, but its not in the halls of fame!

Happiness (or beauty) doesn't stop growing once you reach the rating, there simply becomes no other picture to display its happiness, so you'll still need to play with it and do all sorts of things if you wish for it to appear in the Hall of Fame.
