My milotic is level 47 and it only has two attacks: tackle and water gun. It hasn't had any new moves yet. Is this a bug?

it says that Dragonair can learn hyperbeam, but it turned in to a Dragonite and haven't learn it...

This is different from the games. Also Hyper Beam is not that good. Instead use Dragon Claw.
