the pass for the S.S.Anne is giving by professor elm (just visit him again after you get the egg from him)
the pass for the S.S.Aqua is given out by the digger guy on sevii island one (forgot his name but it's pretty much the same as when you get it from elm)
you get the mining equipment on sevii island one also, there's a mining shop type place there
