Bug Catching Comp. Pokemon Not added to pokedex?

I just wondered why when you see the pokemon in the bug catching competition, they are not added to your pokedex as seen?

i thought i answered this question here but it looks like i've only answered it in part.

the bug contest is outside of the reign of the rest of the adoption agency and as such, any pokemon you catch or see is not refelcted in your pokedex...

or to put it another way - you check your pokedex at the door before you go catching - and you dont get to keep any pokemon you catch - ok?

thanks, also I wonder is there a special reason some new pokemon have appeared recently in the Park?

bugsy's in town - when he shows up he brings out a few new bug types to the park... well a few new bug types, a few bug look-a-likes and hoppip, for some random reason
