Professer Oak gives it to you when he checks your pokedex. After you have seen and caught a certain number of pokemon.

You can get to Oak on Fridays (Gary shows up at 10 AM to 4 PM, Eastern time so...3-9 PM server time?), the old lady on Mondays, and Roark on Tuesdays.

also known as Ferret-X

Is it possible to get the lower interaction eggs after you start getting a certain interaction count one from trick house?
Also any way of figuring out what the ??? achievements are?

The trick house has three different types of quests and each has three levels unlocked at certain breeder levels. In regards to the interaction quest, each level has it's own unique list of Pokemon it gives away. Currently I believe each level has 1 exclusive Pokemon that cannot be gained anywhere else.while at level 2, you cannot gain any of the level 1 Pokemon, I believe that both level 1 and level 2 exclusive Pokemon are out there owned by other breeders who can breed those Pokemon. I also think that there is still one more Pokemon nobody has from the trick house, but I don't have access to the database or to the prize list, so I can't say for certain.

As for the ??? Achevments, the only way to work out what they are may be to look at some who has most of the achievements (me, for example) and see which achievements that person has that doesn't appear on your list. As to how to get them... Well if we told you that, there would be no point in making them ??? in the first place

Now that I have submitted over 1,000 Tropius.

And it still lets you submit more, I was just wondering is there anything that we would get for submitting more?

In the Weather Institute, in the meteorology department the scientist that's there needs to see pokemon that can be manipulated by weather, or can manipulate the weather? The only pokemon I know of that relates to all of above is castform, and possibly the two legendary pokemon from Unova: Tornadus and Thundurus, in which I have no clue on where to find them and if they have anything to do with this! However so my curiosity can be settled what other pokemon can be manipulate or be manipulated?

This is not one that is at all obvious. Look into your Pokédex entries for this one as it's fairly obscure  To give you a hint, it's from the first generation.
