You need to raise its happiness high enough, and then have it gain a level, just like in the games. At least, that's what I'm told; I'm still working on mine.
There are berries that raise happiness when eaten, and other berries that cause the Pokemon to gain happiness when held and interacted with (i.e., petted). If you buy that bell for your ranch, time on the ranch will raise happiness as well.
Just be patient. I'm working on Zapper, too...and mine is about 15 levels higher than yours so far.
