I hate to pull the, "it's not a bug, it's a feature" line but Pokémon gender ratios were not taken into account in the Adoption Agency. Instead, with the exception of those without genders all Pokémon have equal chances of being male/female. I plan to implement gender-specific evolutions correctly but my intention with the Adoption Agency was to more use Pokémon as a base and build it up myself rather than rigidly follow all the mechanics.
