Green Shard - Early?

I'm not sure if this is a bug, but....

I read in Itemdex guide that Green Shards should not be accessible until you have acquired both Groudon and Kyogre. I seem to have found on, even though I have neither of those Pokemon. I don't remember for sure, but I think it might've been found at the Weather Institute? I'm afraid I didn't make a note of it at the time, because I didn't have any reason to think it might be wrong.

Edit to add: I just now received an egg that I think has Kyogre in it...but that is a recent development, after finding the Green Shard.

there are green shards that are given out as a reward for completing a quest - as far as i know there is no reason why you shouldnt get a green shard or two before you complete the Groudon/Kyogre quests

I also had 3 shards of each colour to start with, but I picked up the red and blue bits first, so I still have 3 green shards.

Nothing I did seemed like a bug, maybe the item dex wording needs a tweak?

I'd just like to add the reason the Itemdex states what it does is because the green shards you can find around the site were added in 2.1. Prior to 2.1 you could obtain the red and blue orbs, which would unlock an achievement which gives a green shard. So the assumption was made you had to have to 2 orbs to get the green shards.
