Not sure if this is a bug or not but a pokemon who gains the last level they need to evolve through the meditation island will not evolve. I'm guessing this works in the same way as the rare candies, or is at least based off it in some way that you can't evo through the level you get from it but if this is the case I think it might want to be stated somewhere.
(There's a chance I'm wrong on this as well seeing as I'm trying to evolve a pokemon that should have evolved and didn't due to a bug that's already been fixed. It could be a problem with my pokemon and not the island though so I thought I would state that)

It follows the same principles as the Rare Candy. Pokémon interactions have always been intended to be the most prominent way of raising Pokémon.
