The mask is its mothers skull so it'll never take it off cause its like asking a child to give up their mother it won't happen, but I do agree that it kinda looks like a meercat.
I don't make friends, I make my family a little bigger instead....

I'm back after leaving for many months (last time I logged on was January, last time I posted was a while before that) and I wonder if any of you guys still remember me!

I'm pretty sure that Nintendo has explained that:
The mother dies after giving birth, sad and grieving, cubone wears it's mother's skull as a way to remember her. When it evolves into Marowak, it gets over the grief, but the skull is stuck on it's head because it grew into it.
You would have to take the skull of a cubone to see, because it can't come off Marowak without surgery or something. Also, apparently there is a cubone/marowak graveyard somewhere in the pokemon world, so I think the cubones take their mothers there to be buried.
