I think it's to emphasize the fact that Magikarp was purposely made useless in contrast to it's evolution, and the move Splash seems to poke more fun at Magikarp

Probably is the reason, but they still didn't have to leave the poor thing with only 1 move for its first few levels, and a useless one at that.

I always thought that moves such as Growl is useless, but the most rubbish move is a move that does no, or little damage

For proper attacks, False Swipe is useful in some ways but if it is your last Pokemon's last move, you're dead. Unless it's on 1PP and you manage to survive recoil from Struggle as well (1 HP). I personally think that Sweet Scent is useless in battle, it can't any damage and it only helps moves like Guillotine a bit.

I don't belive in defensive,stat lowering moves only attacking moves and here's my rating for power
0-20 Don't even use it. 21-40 I'll use it if I have to.41-59 Decent.
60-90 I use these kinds of moves on a regular basis.91+ Good.I try to spare these out a little.
