Myuuzard: Sableye has no weakness. Bug is good vs dark, bad vs. ghost. It's stats drag it down though.
In terms of attack, it goes
Deoxys (FR) [1]

Rayquaza [3]
Groudon [3]

Rayquaza [3]

It depends.
If they exist in real life, I consider the Pokémon who had rare virtues like self-sacrifice, kindness etc strongest.
In games, anything. After all, even Smeargle can OHKO Mewtwo with Lock-On+Sheer Cold.
In the anime, everything is possible, Pikachu killing Golems, Tauros EQing Gengars...
So, from my POV, there's no such thing as "strongest Pokémon" or "the weakest". Even Sableye has a weakness (Fighting). Try this trick with a Machoke: ForeSight+Fighting move. And since the only "normal" "no weakness" type combo is Dark/Ghost, every existing Pokémon has a weakness. Unless a Levitating Electric or Poison/Dark comes by.
