I don't think it would be a very good thing at all. Sure, it would be cool at first, but just think; it would be chaos. Entei running aroungf the streets burning down houses. A Koffing suffocating children. Muk, polluting an entiore sities water supply. Ditto, umm.... pretending to be people! And in the middle of it all, clans like Team Rocket forming. o_o

That already exists in the world. Forest fires burning down houses. Toxic gases from chemical plants killing people. Storms ruining drinking water. There's also something like TR.

It's alot better than using leashes and collars that could choke the pokemon to death!

Not really. The collars and leashes might NOT actually choke them. ;/ Anyways, in RPs my PokÃƒÂ©mon my characters can control are free spirits, bvut they always return to her side. Probably be how I'd treat my reall PokÃƒÂ©mon, if they were real.

I wouldn't mind Pokeballs, because it'd be better than renting out a trailer to take them with you. Besides, most don't seem to mind and are aware of their surroundings.
