i cant get passed Ecrutaek city can anyone help me

My memory of this game is a bit fuzzy but if I remember correctly in Ecrutaek City you need to do these things:
  • Recieve Surf from the man standing by the pool of water
  • Defeat the gym leader
  • Beat the dancing girls
  • Fight your rival
I can't help you any further unless you're more specific, what have you done so far and where are you stuck? Why? What's the problem?
