How do i get bulbasaur

i've read the different things and they all say the same get dig and talk to her......can i ask who is "her"......

In Pokémon Yellow you can get a Bulbasaur in a house in Cerulean City after you defeat Lt. Surge.

There is a girl in a house nearby (I believe) the Cerulean Pokemon Center who has Bulbasaur, but she won't give you it until Pikachu is happy with you (I forgot how exactly can you determine this). But you can try giving Pikachu potions even if it doesn't need them.

your wrong, go to the house in cerulean next to the gym, if you have 3 badges, the lady will give you the bubasaur.

In the beggining withdraw the potion from your pc and use on your pikachu 3 times and he/she will be happy

Not to burst your cheat bubble, but you can only use a potion once.
