I don't think there's a glitch. It took a while for my metang to learn moves. Though if, as the others said earlier, Metang learns moves by lvl 30 then there's something seriously wrong.

I had it happen on my sapphire. Just once. though. Spitfire the Magby never learned Flamethrower on lv 37 like I know it's supposed to.

Cydaquil is only found in emerald because at the end when you complete your hoen dex or something you go back to the lab and the proffeser gives you a choice of the 3 johto starters.

And vulpix is found in both
