According to Gamespot who reported this last year, the bug only affects Japanese versions of the game and US versions are fine: http://www.gamespot.com/6085127

Even if it was in the american versons, you could just do all the time required stuff before your year was up, then go about training your Poke'mon.

But if you have Jirachi, you can always get berries... it' s easy to get one, you only have to buy the Pokemon Collosseum Mega Pak... in the box, there's a extra bonus -- Jirachi! They've wroten it on the site, too. So you can look there for more detailed information.
