Well.. Its random, it can be found mostly in Water and sometimes Grass,
Plus one way to cheat is get a friend to give you a latias and take it back. If you do that Latias will be visible in your pokedex & its locations.

Not unless you have too many codes on and your game freezes, disabling the unneeded cheats makes the game work again. I have an AR MAX Duo and I know from personal experince.
