if your asking if Latias and Latios can breed... the answer is NO.

no, laias and latios will not breed with anything, including a ditto

nope... several pokemon cant breed, even with a ditto. regardless of gender, this includes Nidoqueen, pichu, magby (and all the other baby pokemon) who dispite having a gender, cannot breed at all)

And Ditto can breed with male's as well as females, except for those that cannot breed.

actully it kinda is the real reason because niderino and nidorana cant breed
and there not legendary.
