As for the picture, i believe it's from the episode 'The Evolution Solution' where the gang are out on Seafoam Island with Professor Westwood (the fifth) Trying to find out why a Shelder attaches itself to a Slowpoke and evolves into a Slowbro. At the begining of the episode, Misty, Brock and Mrs. Ketchem head out on holiday to Seafoam Island leaving Ash behind to train... he manages to go on this research trip to Westwood's place on Seafoam as a form of training, that shot is where Brock and Misty are windsurfing and Ash tries to tell them that he's arrived at the islands too.

Then again, i could be completly wrong and it could be from somewhere else.
