there should be a link so that you can block peo ple on the chat, but lets the person know that there bing Blocked. so when you write and you where blocked, then the per son that blocked you would not see the writing.

EX: d-dog wrote: Muahaa!
Person's screen:d-dog has beed blocked

Ispreation :d-dog during chat

It would be more like this:
d-Dog: *rude words*
*click on Control* *adds user to block list*
D-Dog is now blocked and you can't see his messages anymore.
D-Dog: *!1212344!!!elevenonehundredeleven!!!!!!!!!!

I'll look into it but the chat MOD is not my own creation so I'm not entirely sure how it works.

On another note d-dog has been banned so you don't have to worry anymore.

He was banned for spamming and acting rudely to members and to staff

I think you should install phpCHAT, mod options and more admin control.
