Can I have a Pikachu/Ninetales splice, pikachu as the base, and a trainer card?

Can the trainer be a recolored May sprite, with blone hair and yellowy orange outfit. As for her pokemon:
Female Pikachu, Male Raichu, Female Jolteon, Male Plusle, Female Minun, and finally, a Raikou? Plez?
