Ok this dosent make sence i got there but i cant go anywere but the three dores in front after i got the were house key

you've got to use the back door, the warehouse around the side of the city where you fought those grunts to get Dawn/Lucas' Pokedex back

You also can get masterballs from 2 things.
In Solaceon town. theres a house to the right of the pokemon center. If you bring him the pokemon of his wish he'll give you a random pokeball. It's really rare that he might give you a master ball thought.
And the other one is in Juilife City on the first floor in the television station. Talk to her and she'll give you a lottery ticket if you match all the numbers you'll get a master.
These things are daily though.

Another way is to get a Master Balls from your GBA games via Pal Park.
