There's a house in Pastoria with a kid who likes Burmy... you will need 1 of each of Burmy's three forms in your party at the same time, and when you talk to him with these three Burmy he'll give you the macho brace.

I find the Power Items obtained via Battle Tower much more effective for EV training though.
