I'm moving this to the FR/LG section of the Pokemon Games forum.

You can only get the Mystic Ticket via Nintendo events, but I don't think it can be obtained anymore. You can get both Lugia and Ho-oh without it anyway (via Colosseum/XD), so there really isn't much point to it now.
