ACTUALLY, You can mostly find it in the route thats RIGHT before Lilycove. Thats where most people find it for the first time ( I'm talking about latias, not latios )

Most of the time I run into Latias is that route before Sky Pillar. But I can't conplain . I had a master ball and through it at er. I also have a Eon Ticket to go to the southern island.
