First of all, you need a program that supports animation. You can animate sprites through either flash or GIF. GIF is reccomended unless it's a very very large sprite animation, like an online webtoon. Sadly I don't know of any free GIF animation programmes off the top of my head, so unless any other users can provide you with any reccomended links, I'd do a Google search for one
