Move forgetter/relearner

On Fire Red I have recently been training a Bellsprout my friend traded me (I want to complete my Pokédex as fully as possible) and so it's all going fairly well because it grows quickly as it was from a trade. There is one problem though, as it grows it learns new moves but I only have two slots to put those moves in because the other two slots contain Cut and Flash that my friend taught it early on in the game.

Now what I want to do is get Bellsprout to forget those two HM moves. I know such a person exists, I've heard about it, and I know it existed in Ruby/Sapphire, but I can't find it in Fire Red/Leaf Green, where does the HM forgetter reside?

Also because I've missed out on quite a few level up moves for Bellsprout I'd like to get them back. I know in Ruby/Sapphire there was a guy that would teach your Pokémon any move it had since forgotten for a Heart Scale and I know there's one in Fire Red/Leaf Green, but once again where? I know in Fire Red/Leaf Green he charges you two Tinymushrooms or one Big Mushroom instead of a Heart Scale, and I know you can sometimes find those mushrooms on wild Paras, but is there anywhere else you can find those items?

Oooh! I know about this stuff because, well, I visit these guys all the time! ^^

In Fushia City, in a building right by the Pokémon Center is the Move Deleter.

And for the Move Tutor, he's on Two Island in a house somewhere below the Pokémon Center, I believe... You can find the shrooms mostly on wild Paras, although a few can be found throught the game. (I think I found a Big Mushroom in the Pokémon Tower [?] in Lavander Town)
It's not that hard to get Mushrooms from Paras though. Just go to the Safari Zone and catch every Paras you see, or teach someone Thief/trade over someone with Covet, and use the move on wild Paras in Mt. Moon.
