Hey, if you joined neopets before sept. 16 2010 you can awswer this. I loged into neopets and it said:

I listed all of them and now no matter what I click on, it comes up. I hit Neotopian Times, it pops up.

Eh, used to play neopets a long time ago. Main account was frozen (Neostar235) my side, forgot what I put for B-Day (Oddone123)

Um... If they catch you having 2 accounts you could get in trouble! I won't report you! But, your neopet is nice you have alot of trophies also! I'm stuck on lv.7 on Cheat!

No, you could have up to 5 accounts when I first joined.

Um... If your accounts froze you can't join again. You can have 5 accounts under that e-mail! Oh, I reported you also!

I'm having a problem,
I loged in went to my clasic neohome and I went back to the log in screen. I loged in and clicked on arrange furnachure and I had to log in again so I went to report it and guess what I see? A log in screen!

Obviously you're new to neopets then.

You can have 5 accounts to one email.
You get a warning, then frozen.
The only thing illegal with accounts is doing any sort of interaction between them.

Also nobody likes a tattle-tale.
Do that in High School and you'd get the * beaten out of you guaranteed.

Edit 1: Also what makes you think a I would care about neopets if I quit 4 years ago.
