Not Getting Happier
I have two pokemon that should be happier than they are. My Eevee, nicknamed Momma with the number 21475, should he WAY higher in happiness. She should be about 400 happiness points or so and yet the lady is telling me that she's not happy at all. Also I'm pretty sure that Zapper the Pichu (number 27378) should be happier as well. They've been in the ranch and gaining a ton of happiness. I'm very confused and concerned. I'm trying to turn Momma the Eevee into an Espeon and Zapper the Pichu (a mission pokemon) Into a Pikachu. I'm just very confused as to why they aren't showing any imporvement when they really should be. Thank you for any help you may be able to give.

unfortunatly i'm not 100% sure happiness is being added every time... i couldnt confirm this before but now its looking likely, thought its a problem i dont understand since everything else (exp, ranch exp, breeder exp) is definatly being added every time
i'll look at you pokemon and ranch more closely after i get back from work.
EDIT: Ok, had a look and very strangely they've not gained any happiness whatsoever.
please tell me what you did with both pokemon and when you got the bell - try and be as specific as possible please

I know I got the bell at least three weeks ago...I know I've been putting Momma in there (total) for about 3 weeks give or take, so I know I must have had it for at least that long otherwise I wouldn't have put her in. So I'd say...I probably got it anywhere from...say September 15th to September 25th. Somewhere in that time frame I'm sure of it. I know that's not a very small timeframe but I just can't remember exactly...I'm really sorry WK_WC that I can't be exact here.
Both pokemon I put in the ranch after I got the bell. I made SURE to do that and not do it before. Zapper I've taken out multiple times back and forth the see if he'll evolve, because at first I forgot if it was 200 or 400 happiness they evolved at. Momma I left in there for a full week (and maybe an extra day or two if I remember correctly) before taking her out, getting her around 250-300 happiness in one setting. I was scared to take her out before because I needed to wait till daytime, so I had to wait till a friday when I had to get up early for college. I did this agian recently, though not full the full week, getting around 120-150 happiness in that setting, which should have given her enough to evolve...but as you obviously have seen for yourself, that isn't happening anytime soon as for some reason neither of them have any happiness at all.
I made sure to check the correct numbers, to make sure that I was looking at them correctly and seeing the happiness points and not the exp points. I double checked all that because I was super excited for an Espeon and really wanted to get further in the missions too. I really hope something I've said helps figure out the problems...because even if Zapper doesn't have enough yet, I know Momma should.

Just did a check of my pokemon as i took them out of the ranch... everything updated, exp, levels, breeders exp, ranch exp - happiness DIDNT update however... i'm trying to see why, especially when i'm sure i've seen it happen before anyway.

This happened to my buneary so I've given up on evolving him

This is still an ongoing problem - Happiness does not get added to any pokemon taken out of the ranch, and we have no idea why its not working.
Every other method of gaining happiness still works - both via clicks holding a berry, the perk, and the N64 item gained from the Golden Age achievement. We will try to fix the Ranch problem asap, but unfortunately it may need some time spent on it from Pikachu3828 which wont be possibly untill the Christmas Break

I am very pleased to announce that this has now been fixed!
The bug occurred because if a Pokémon levelled up when it received happiness, it would not add that happiness.
