Achievement isn't unlocking
I can't unlock the Don't Fear the Reaper achievement despite having the 3 required pokemons.

How did you get Gengar? For some reason it wasn't registered in your Pokédex despite the fact you owned one.
I've now added it to your Pokédex so the achievement should unlock next time you try.
