I completed the quest Rowan's Request, but when I visit Prof. Rowan, I find the opening leg of the quest there again. Visiting Elm does not progress it forward, though, so it looks like only Rowan is out of the loop.
I'm one of the people that accidentally acquired this quest before 2.2 went live, if that's helpful.
