I've gotten a few from the fountain in the ranch (I think that's the ranch upgrade that gives you a chance of pulling you Pokemon out with items???) and not from anywhere else.

you can only access mirage island when you 'win' access from the lucky spin - if you've been playing everyday and you havent got it, you've been very unlucky
