Are you reffering to Bare Hands possibly? That's the default move if you don't have any TM/HMs, though it's not very powerful

I see what you mean. It's nothing special, they just used Bare Hands. It's just the way it's worded.

This is a really old topic, the Arena was present pre-Version 2.0 of this RPG and was deleted a long, long time ago.
