I don't know why something have appeared, something like: Congratulations, your ,, has grown 1 level...and below of it something that says: Is fainted... If I have not ask for my starter pokemon...And after that appeared I can't ask for my stçarter pokemon

That's because you received a Weedle already. ALWAYS receive your first Pokémon from Prof Oak before anything else or you're screwed. But I've fixed you up this time, so you can use your Pokémon. I'm afraid Prof Oak won't let you claim a starter Pokémon now though. You'll have to barter for some in the Trading Post
