how can you tell? the show never gives you levels. from the show, every pokemon is like Level 293481032751923741923571923857193075190876902! The gym leaders are like so strong against ash, but how about the weaker kids? My theroy is that the gym leaders have the same pokémon, but at different levels, And for Brolly, he got makuhita to hold an everstone till he fights with ash. I think its pretty good.

My personal theory is that the show only follows the video games loosely. For example, the Pokémon on the TV show have an unlimited moveset instead of a max of 4 and I've never seen anyone teach their Pokémon a TM or HM. According to the constantly reiterated phrase in the TV show "Pokémon grow with love and care" and so forth. I think that they base how strong a Pokémon is on how affectionate the trainer is to it (which explains why Ash always wins) instead of on a level/exp ground.
