What do you mean "clone" Pokémon? You've never been able to clone Pokémon in any Pokémon game, to my knowledge

Yes, it was GS... Can't you say 'copy Pokémon'? 'Cloning' sounds evil. -_- Well, ummm... should I post the steps? Why not?
1) Save infront of a PC.
2) Desposit the Pokémon you want to copy. You must have room in the PC for this to work obviously.
3) Change Boxes, BUT when the game is saving and says on the screen, 'Saving... Do not I believe when it says that, turn off your game. (or maybe it was when it says 'Do not turn') Ask someone else if you don't want to try this twice to see which one it is.
4) Turn on your game. You should have one of the Pokémon in your party, other in the PC. If it was holding an item, then the item is copied too.

Then please be more specific in future with regards to your posts subjects and messages. I'm moving this to Pokémon FR/LG.
Cloning is VERY dangerous and can muck up your game, it's just as or more dodgy than Action Replay, which you're against. Buy if you REALLY want to, I can tell you how to clone Pokémon using Colosseum, but I can't find anything about cloning using Fire Red/Leaf Green, so it'll have to do for now:

- Trade the desired Pokémon to be cloned onto Colloseum
- Save Pokémon desired onto a memory card
- Using a second memory card, copy memory card info for Colloseum from one card to the other
- Trade Pokémon to GBA games from both memory cards
