New Starter Moves

what pokemon can learn the new moves that the lady on that island can teach your pokes

Technically it is the starter you get from oak, no other pokemon other then your starter can, so if you got squirtle , and evolved it into blastoise, it will learn hydrocannon. Same if you got charmander and evolved it into charizard, it will learn Blast Burn, or if you got Bulbasaur and evolved it into Venusaur, it will learn Frenzy Plant. The requirements are an evolved starter. If you breed your starter to get a second, the second will not learn the move.

volt tackle can only be learned through breeding, simply attach a light ball to a pikachu or raichu, and breed with the oppisite gender to get a pichu that knows volt tackle, this only works though in emerald. I get all my info from serebii, that's why I know about this.

Magmar is able to learn psychic through the tm, plus butterfree are able to use psybeam and confusion, besides learning psychic moves through tm's.

I also heard that the breeding has to be done in Emerald. I could be wrong though.

Well, Charizard would get Blast Burn, Blastoise would get Hydro Cannon, and Venosaur would get Frenzy Plant. All of those moves have 120 strength.
