Is this a mistake in my Ruby game???

Is this a glitch? I had a lv. 30 Metang, and it didn't learn two moves that it was supposed to. I had to goto the move tutor to get them. I can't remember what the moves were exactly.. I'd have to go look them up and come back here.

Well i Dont know...... But i do know that it happened to my friend Last year. I can't remember the moves it had.... hm.

maybe it was suppose to be in lv20 when it evolves.That's when it learns 2 moves confusion and metal claw
