You feed the ugly fish Berry Shakes. Goto your inventory and select a berry. Then from the drop down menu choose Blend Berry

If you have a screenshot of the Hinbass (ヒンバス) post it or I don't belive that you got your Pokemon's beauty that high. Also don't double post You have to evolve it.

Actually the 12/12 thing is how many berries you've fed it/maximum berries you can feed it. You can have a Feebas with 12/12 berries that hasn't evolved. The indication of it's beauty is the flower image above it. You need a full flower for maximum beauty. If any of the petals are missing, it's not at it's max beauty.

Does berry quality count? Like in the Games. If you fed a Pokemon a Pokeblock made from a Kelpsy berry, it would be a better quality than one made from the ones from #1-10.

Yes, it does. The rarer and better the berry, the better quality the Berry Juice will be and the faster your beauty will go up.
