First of all, Latias is a girl (if it even has a gender). Secondly, it's almost exactly like trying to catch any of the legendary beasts from GSC; completely random when and where you run into it. Once you find it, however, make sure it does not get away.

i was wondering if anyone could help me. i can't seem to manage to catch kyogre. i manage to paralyse it and get its hp very low but it always seems to get out. plzz help. Michelle

trust me, i had the same problem. What you should do is go and buy some timer balls and pleanty of revive. Having your pokemon at at least L40 helps too. GOOD LUCK!
