The odd building at the place where the shadow sneasel is, how come you can't go there? I know it's dangerous but is it really that dangerous?

u need to join Team Rocket and go on the mission where the officer guy tells u to catch the sneasel.then the 2 rocket guys will let you go in and battle the shadow sneasel.

I meant go inside the building. But never mind anyway. I saw the Rayquanza and got kicked out of team rocket.
