You can catch Celebi in the Japanese Crystal version, but they took it out of the American and European versions for some reason :-(

EDIT: Moving to Games

sure the jp version of crystal was always able to have the player have a go at catch Celebi. You could get Mew in the older versions (red, blue and yellow) in Japan too when you got all 150 pokemon.
in crystal JP version you have to get a pokeball or something from the pokemon breeding center then go to the shrine in Ilex forest, which is actually left in the english versions ^^
I think that's right anyways...

grrrr...... gamewinners.com told me it was a code for the english version: go to a certain pkmn center, cant remember which, and get the gs ball, then go to ilex forest, place it in the shrine, and you encounter celebi.

Thats correct for the Japanese version. I can't remember exactly what you have to do to activate it, but I think its defeat the Elite Four. Anyway, afterwards go to Goldenrod Pokémon Centre (its massive in Japan, you can trade and battle people from all over the world with the cell phone connecter) and they will give you the G/S Ball. Go to the shrine in Ilex Forest and press A against it and Celebi will float down for battle. (To be honest, Celebi isn't all that great, it doesn't have many decent moves and its not very powerful)

But Mew is better ;-) Mew can learn every single TM and HM, Celebi can't
